The professional body for UK recruitment

The British Institute of Recruiters is the UK’s principal professional body for in-house and agency recruiters, and sets the standard for membership and certification.

BIOR membership includes the certification assessment. Pass it and you are certified for five years. The assessment was created with input from the three state enforcement bodies for employment rights of the time, whose functions have sat within the Fair Work Agency since April 2026:

  • The Employment Agency Standards Inspectorate (EAS)
  • Her Majesty’s Revenue and Customs National Minimum and Living Wage enforcement team (HMRC NMW/NLW team)
  • The Gangmasters and Labour Abuse Authority (GLAA)

The British Institute of Recruiters BIOR is the professional body for staffing & recruitment. BIOR is the highest standard mark in recruitment providing certification for agencies and individuals.

To become a 'British Institute' the BIOR required approval of the Secretary of State which is only granted to an organisation that is pre-eminent in its field such as a professional body of the highest standing.
