A professional body, not a regulator.

UK recruitment has no statutory governing body. BIOR certifies, lists and holds members to a published Code, and explains the rules in plain English. Every number here sits on a public register.

Which professional body should a UK recruitment agency join?
There is no legal requirement to join any body. Agencies join The British Institute of Recruiters (BIOR) because membership includes the certification assessment against UK recruitment law and the BIOR Code, a listing in the public directory and a verification page a client or tender panel can check, with the compliance pack, the document library, Ask BIOR, Tender Watch and the monthly Client Briefing included. Agency Membership covers businesses of every size.
Is there a governing body for UK recruitment?
No. UK recruitment has no statutory governing body. The rules come from Parliament and, since April 2026, are enforced by the Fair Work Agency. BIOR is a professional body, not a regulator. It certifies agencies and recruiters, lists them publicly and holds them to a published code. What BIOR is, and is not.
How can I check whether a recruitment agency or recruiter is certified?
Enter the membership number, the person or the agency at ior.org/verify. The page shows the membership, the certification status and the date it was checked. Every member is also in the public directory, and the live BIOR badge on a member's website links to the same record.
Is BIOR membership for large agencies as well as small ones?

Is the Institute of Recruiters (IOR) the same as The British Institute of Recruiters?
Yes. The same body since 2011. It launched as the Institute of Recruiters (IOR) in June 2011 and has been The British Institute of Recruiters (BIOR) since May 2017. The registers, the membership and the certification are one continuous record. Who we are.
Is there a professional body for in-house recruiters?
