BIOR Agency Membership is for recruitment businesses of any size, temporary and permanent. The company is the member and the membership covers everyone who works in it. Membership includes the certification assessment. Pass it and the business is certified for five years. Every member can be checked at ior.org/verify.

Since April 2026, one regulator sees your whole business. The Fair Work Agency has replaced the three bodies agencies used to deal with separately, and the Employment Rights Act is rewriting the rules through 2027, with doubled tribunal time limits from October, six-month unfair dismissal rights from January, guaranteed-hours rules for agency workers on the way. Your clients know it. They are already choosing suppliers who can prove they’re on top of it.

BIOR Certification is that proof. BIOR membership includes the certification assessment. Pass it and you are certified for five years. Agency Membership covers the business and everyone in it.

Certification you have to earn

BIOR Certified agencies pass the BIOR Certification Assessment, a compliance assessment written against the Conduct of Employment Agencies and Employment Businesses Regulations 2003 and the Agency Workers Regulations 2010, with gov.uk and legislation.gov.uk as its sources, and kept current as the law changes. You commit to the Code of Professional & Ethical Conduct (which includes an express duty to co-operate with the FWA), and re-assess every five years.

That’s why the BIOR Certified logo means something on a tender. It cannot be bought. It certifies that your agency’s processes were tested against current UK recruitment law.

What you can show for it. The BIOR Certified Agency logo and certificate for your website, proposals and tenders. Agency Membership includes the company certification assessment for the business and the personal certification assessment for every recruiter, with the MBIOR letters they can carry.

The Agency Compliance Pack, the documents behind the standard

Membership includes the document set that lets you evidence compliance quickly when a client, or the FWA, asks.

Stay ahead, every week

Member agencies receive the BIOR Member Briefing, a weekly plain-English update on what changed in employment law and what it means for your desk, drawn from the same monitoring that runs our public FWA & Employment Rights Hub. Members also receive the monthly State of Recruitment data note and BIOR’s consultation briefings, including our response to the guaranteed-hours consultation that will reshape temp desks in 2027.

Ask BIOR, written answers on the rules

Member agencies can ask BIOR a question on the rules from their dashboard, or paste a clause and ask whether it still holds after 1 October, and get a plain-English view with the government source it comes from within five working days. Three questions a month for the business, shared by its admins and every recruiter on its staff. It is not legal advice, it does not review whole documents, and it is part of Agency Membership only.

The Tender and PSL Questionnaire Answer Bank

When a client puts you on a tender or a preferred-supplier list, the questionnaire arrives, and it asks about regulatory status, terms and the Key Information Document, AWR, pay, umbrella and PAYE due diligence, right to work, safeguarding, equality, data protection, insurance, modern slavery, health and safety and continuity. Member agencies have every standard question answered in advance, in their own voice, with the evidence to attach and the rule it rests on, kept current as the rules change. The Getting Paid Pack

What to do when a client does not pay. The credit-control timeline, statutory interest and compensation under the late payment legislation, the letter for every step, the money claim route with the current court fees, and the three disputes only agencies have, the temp-to-perm transfer fee, the disputed introduction fee and the rebate argument, each with its letter. The Split-Fee Network

Post the roles your agency cannot fill and fill other members' on a split fee, under the BIOR Split-Fee Agreement, with BIOR taking nothing. A briefing your clients receive from you

Every month, member agencies also receive the Client Briefing. A one page briefing written for you to re-brand and send to your own clients under your own name, explaining what the latest employment law changes mean for them as employers. It arrives as a PDF and an editable Word file with space for your logo, and a different recruitment sector is served each month alongside the general edition. Your clients get clarity. You get the credit.

Your listing and your verification page

Every member business has a public verification page at ior.org/verify with its membership number, showing the credential is real and current, and a listing in the directory of BIOR members and certified members. Your dashboard gives you the link, a QR code, a one-click Add to LinkedIn button and the switch for your listing. Put the link on your website, your proposals and your email signature. Clients check before they reply.

How much does Agency Membership cost?

Who is covered?

The business and everyone who works in it. Every recruiter on the staff takes the personal certification assessment and can carry the MBIOR letters while the membership is active.

How long does BIOR certification last, and how does a client check it?

Five years, then the assessment is taken again, free. Anyone can check an agency at ior.org/verify by its membership number or name; the page shows Active or Lapsed, the credential and the dates, and certified entries show the certified mark.

Is BIOR membership required by law?

No. Membership of a professional body is voluntary. The Employment Agencies Act 1973 and the Conduct of Employment Agencies and Employment Businesses Regulations 2003 apply to every UK agency regardless, and the Fair Work Agency enforces them. BIOR is a professional body, not a regulator; membership is the standard an agency chooses to be tested against, with a public record that it has been.

Is BIOR a trade association for recruitment agencies?

BIOR is a professional body for UK recruitment, and recruitment agencies join it as members. It is not a trade association in the sense of a lobby funded to speak for an industry. It sets a standard for the businesses and the people that recruit, tests them against it through the certification assessment, and gives every member a public verification page.
