A professional body for UK recruitment

What membership of The British Institute of Recruiters means, who joins, and what anyone can check

The British Institute of Recruiters (BIOR) is a professional body for UK recruitment, founded in 2011. This page says what being a member means, who joins, and what anyone can check for themselves.

What a professional body is for

A professional body sets a standard its members commit to, tests whether they meet it, and lets the public see who is a member. At BIOR the standard is the Code of Professional and Ethical Conduct, which every member signs. The test is the certification assessment, taken online and written against UK recruitment and employment law, which certifies a member for five years. The public record is the verification page every member has and the members directory.

Who joins

Recruitment businesses of any size join as Agency Members. The business is the member, everyone in it is covered, and the business and each of its recruiters can take the certification assessment (Agency Membership). Recruiters join in their own name as Personal Members, as a Member (MBIOR) or a Fellow (FBIOR), whoever they work for (Personal Membership). People who hire inside an employer join STAR, Specialist in Talent Acquisition and Retention, as individuals or as a whole talent acquisition team (STAR).

What membership gives

The certification assessment, included in every membership. A verification page published from the live record, which a client, a candidate or an employer can open in a minute, and a live badge for a website and an email signature, drawn from the same record. A library written for the member's desk. For an agency that means the documents a recruitment business needs on the day it needs them, from the terms you send a client and a worker to the key information document and the Agency Compliance Pack, each dated and rewritten as the law changes; for a personal or STAR member, a shelf of documents written for their own desk, ready to use the same day. The Employment Rights Hub, kept against government sources every week. For agencies, Ask BIOR for written answers on the rules, Request a resource, the Split-Fee Network and the monthly Client Briefing.

What membership does not do

It does not license anyone and it does not replace the law. There is no general licence to run a recruitment business in the UK. The Employment Agencies Act 1973 and the Conduct of Employment Agencies and Employment Businesses Regulations 2003 apply to every agency and employment business from the first placement, and the Fair Work Agency enforces them. Membership shows that a recruiter or a business works to a published code and has had its process tested against current law, and that both can be seen by anyone who looks.

How to check a member

Every membership can be checked by name or membership number at ior.org/verify, and the directory lists members by sector and region. The verification page shows whether the membership is active, the grade, the year of joining and whether the certification is current. The badge on a member's website or in an email signature links to the same page and goes grey the day a membership lapses.

Questions people ask

Is BIOR a regulator or a governing body?

No. BIOR is a professional body. UK recruitment law, the Employment Agencies Act 1973 and the Conduct of Employment Agencies and Employment Businesses Regulations 2003, is enforced by the Fair Work Agency on every agency and employment business, whether or not it belongs to a professional body.

Is BIOR a chartered body?

No. BIOR is not a chartered body and has never described itself as one, and it is not pursuing chartered status at this time.

Who awards the certification, and how long does it last?

BIOR awards it. The assessment is taken online, takes about 40 minutes, and is written against UK recruitment and employment law and the BIOR Code. A pass certifies the recruiter or the business for five years, after which the assessment is taken again.

Can a client check that an agency or a recruiter is a member?

Yes. Every membership can be checked by name or number at ior.org/verify, where the page is drawn live from BIOR's register, and every member is listed at ior.org/certified. A member's badge on a website or in an email signature links to the same page.

Is BIOR the same organisation as the Institute of Recruiters (IOR)?

Yes. The British Institute of Recruiters has used the short forms IOR and BIoR in older material. BIOR is the form used now, with company number 07575583 in every case.

What does membership cost?

The current terms for each membership are on the Agency Membership, Personal Membership and STAR pages, and the certification assessment is included in all three.
