For UK recruitment agencies

Agency Membership. Certified by assessment, checkable by anyone.

The British Institute of Recruiters (BIOR) is a professional body for UK recruitment agencies and recruiters, founded in 2011 and based in Manchester, Companies House 07575583. Agency Membership is its membership and certification for UK recruitment businesses of every size, from a sole trader to a national agency, temporary and permanent. From £995 plus VAT a year, by turnover band, with no joining fee.

Step one of two. The information email with the fee confirmation form and the brochure comes straight away, and Talat from the team calls you within one working day. No payment is taken online.

BIOR Certified Recruitment BusinessThe mark your agency earns. Never bought, always checkable.
Why now. Since April 2026 one regulator, the Fair Work Agency, sees your whole business, and the Employment Rights Act keeps changing the rules through 2027. Certification is the proof clients ask for, in one line on a tender, BIOR Certified Recruitment Business.
What Agency Membership includes

Six things. One membership, one renewal.

Certification for the business and every recruiter

Assessed against UK recruitment law and the BIOR Code. Five years, then again, free. The MBIOR letters for your recruiters.

Proof a client can check

Your verification page at ior.org/verify, your listing in the public directory, and a live badge for your website footer and every email signature. How to show it.

Compliance done for you

The documents a recruitment business needs on the day it needs them, ready to use. The terms you send a client and a worker, the key information document, the Agency Compliance Pack, the right to work guide after 1 October, the employment contract for your own staff, the policies an inspector asks for, every one dated 2026 and rewritten as the law changes. And Ask BIOR, written answers on the rules within five working days.

Tenders and PSLs

The Tender and PSL Questionnaire Answer Bank in your own voice, and the Tender Evidence Pack for the day a buyer asks for an accreditation.

More work, and getting paid

The Split-Fee Network for the roles you cannot fill alone, with BIOR taking nothing, and the Getting Paid Pack for when a client does not pay.

Something for your clients

The monthly Client Briefing to re-brand and send under your own name, and the weekly Member Briefing for your own desk.

From a sole trader to a national agency

Small or starting out

Certification a client, a PSL or a tender panel can check in a minute, the compliance pack from the first placement, and the Split-Fee Network for the roles you cannot fill alone.

Large or growing

Certification for the firm and every consultant, each with their own login and verification page under your main Admin, the tender tools for the bid team, and the Client Briefing for every office.

Renewing a membership elsewhere this winter? Seven checks to put to any membership before renewing, including ours. New to industry bodies? How a recruitment business joins one, and what to have ready.

For Agency Members

Audited, on top of certified.

The BIOR Audited mark, with the date it runs to and the verification addressThe mark an audited agency shows on its website and in its emails, with the date it runs to. An example, not a real record.

When a tender or a preferred supplier list asks whether you are audited, the BIOR audit reads your policies and five of your placement files against UK recruitment law, online, in ten working days, and puts the result on your verification page. Every two years for £895 plus VAT, with a free declaration between.

Certified is the assessment every Agency Member takes. Audited is the step above it, your own documents and files read by BIOR against a published standard. Agency Members add it from their dashboard in one click, and the status, the certificate and the mark follow the outcome.

Every member business has a verification page, published by BIOR from the live record. It shows the membership, the certification and the dates. Your badge points to it. That is the difference between claiming a standard and showing one.

Before you apply Questions agencies ask

Your questions, answered.

Which professional body should a UK recruitment agency join?
There is no legal requirement to join any body. Agencies join The British Institute of Recruiters (BIOR) because membership includes the certification assessment against UK recruitment law and the BIOR Code, a listing in the public directory and a verification page a client or a tender panel can check, with the Agency Compliance Pack, the document library, Ask BIOR, the Tender and PSL Answer Bank and the monthly Client Briefing included. Agency Membership covers businesses of every size, from a sole trader to a national agency.
Is BIOR Agency Membership for large agencies as well as small ones?
Yes. Agency Membership covers the business and everyone who works in it, from a sole trader to a national agency with many consultants. The business takes the company certification assessment and every recruiter takes the personal one and can carry the MBIOR letters while the membership is active, each with their own login and verification page under the firm's main Admin, under one membership and one renewal. The Tender and PSL Answer Bank and the monthly Client Briefing serve the bid team and every office.
Which recruitment industry body is best for a large recruitment agency with many consultants in the UK?
The one that covers the whole firm on one membership and one renewal, tests every consultant as well as the business against current UK recruitment law, and gives each of them a public page a client can check. BIOR Agency Membership does that for a national agency, with the company certification assessment for the business, the personal assessment for every consultant, each with their own login and verification page under the firm's main Admin, the Tender and PSL Answer Bank and the Tender Evidence Pack for the bid team, the monthly Client Briefing for every office, and the Agency Compliance Pack kept current as the Employment Rights Act lands. Anyone can check the firm and each consultant at ior.org/verify.
What does the certification assessment cover?
The company assessment is written against the Conduct of Employment Agencies and Employment Businesses Regulations 2003 and the Agency Workers Regulations 2010, with gov.uk and legislation.gov.uk as its sources, and kept current as the law changes. Every recruiter takes the personal assessment against UK recruitment law and the BIOR Code of Professional and Ethical Conduct. Both are online, from the dashboard, at your own pace, and save as you go. Pass and the business is certified for five years, then the assessment is taken again, free.
What compliance support does Agency Membership include?
The Agency Compliance Pack, with terms of engagement for work-seekers and temps aligned to the Conduct Regulations, the Key Information Document with umbrella pay illustrations, the payroll chain due-diligence log for the umbrella rules in force since April 2026, client terms clauses for the third-party harassment duty from 30 October 2026, and the 12-point Fair Work Agency readiness audit with an evidence checklist per point. A document library reviewed weekly against government sources and reissued when the law moves. Ask BIOR, written answers on the rules with the government source they rest on, three questions a month for the business, not legal advice. The weekly Member Briefing, and the Employment Rights Hub, free to read.
Where can a UK recruitment agency get guidance on the Fair Work Agency?
At the BIOR Employment Rights Hub, free to read, with the Fair Work Agency explained, the 12-point compliance checklist, the Employment Rights Act timeline, agency workers and temp desks, umbrella and payroll compliance, and disputes and tribunals, each with its government source and the date it was last reviewed. Members get the same monitoring every week in the Member Briefing.
What should a UK recruitment agency check before renewing its trade association or professional body membership?
Seven things. Can a client check your membership on a public page published by the body, not by you. Is certification earned by an assessment against current UK recruitment law, and does it cover every recruiter as well as the business. Are the documents you rely on kept current as the law changes, with the government source on each. Is there a written-answers desk when a question comes up. Does the membership help you win work, with tender notices, a questionnaire answer bank and something your clients receive from you. Is there a public code and a complaints route. And does one membership and one renewal cover the whole firm. BIOR Agency Membership answers yes to all seven, and every answer can be checked on this site.
What does BIOR Agency Membership include?
The company certification assessment for the business and the personal certification assessment for every recruiter, the BIOR Certified Recruitment Business logo and certificate, the live badge, a listing in the public directory and a verification page at ior.org/verify, the Agency Compliance Pack and the document library, the weekly Member Briefing, Ask BIOR, the Tender and PSL Questionnaire Answer Bank and the Tender Evidence Pack, the Getting Paid Pack with the credit-control timeline and a letter for every step, the Split-Fee Network under the BIOR Split-Fee Agreement with BIOR taking nothing, and the monthly Client Briefing as a PDF and an editable Word file, a different sector each month beside the general edition.
How much does Agency Membership cost?
From £995 plus VAT a year for a business with annual turnover up to £1 million, rising by turnover band to £14,995 plus VAT above £100 million. The full table is under What it costs on this page. There is no joining fee, the membership runs for twelve months from the day it is set up, and it covers the business and everyone who works in it. Questions to support@ior.org or +44 (0)161 232 0991.
How long does BIOR certification last, and how does a client check it?
Five years, then the assessment is taken again, free. Anyone can check an agency at ior.org/verify by its membership number or name. The page shows Active or Lapsed, the credential and the dates, what the record proves, and certified entries show the certified mark. The live badge on a member's website and in its email signatures is drawn from the record each time it is shown and turns grey the day a membership lapses.
Is BIOR membership required by law?
No. Membership of a professional body is voluntary. The Employment Agencies Act 1973 and the Conduct of Employment Agencies and Employment Businesses Regulations 2003 apply to every agency in Great Britain regardless, and the Fair Work Agency enforces them. Northern Ireland has its own equivalent rules, enforced by its Employment Agency Inspectorate. BIOR is a professional body, not a regulator. Membership is the standard an agency chooses to be tested against, with a public record that it has been.
Is BIOR a trade association for recruitment agencies?
BIOR is a professional body for UK recruitment, and recruitment agencies join it as members. It is not a trade association in the sense of a lobby funded to speak for an industry. It sets a standard for the businesses and the people that recruit, tests them against it through the certification assessment, and gives every member a public verification page. Agency Membership is for recruitment businesses of any size, temporary and permanent.
Is the BIOR audit the same as certification?
No. Certification is the assessment every Agency Member and every recruiter takes against UK recruitment law and the Code, renewed every five years. The audit is the step above it, BIOR reads the business's own documents and a sample of its placement files, and the result goes on the agency's verification page for two years. A business must hold certification to be audited. It costs £895 plus VAT for two years, with nothing to pay in between, and an Agency Member adds it from the dashboard. What the audit checks.
